Bio

Jacob Teter is a Senior Researcher whose recent work with the Global South Centre focuses on Fuel Economy / CO2 standards for Heavy Duty Trucks, including deep dives aiming to inform India’s 2025/26 MHDT fuel economy norms and Indonesia’s ongoing efforts to develop fuel economy standards.  

Upcoming work will focus on the potential industrial, employment, and emissions reduction benefits of electrification of 2-wheelers for food delivery in different Global South contexts, and policy/technology analysis of lifetimes of EVs and EV batteries.  

Prior to joining ITS Davis, Jacob worked at the International Energy Agency, first as an analyst (2015-2019) and then as transport lead (2019-2023) in the Energy Technology Policy Division. At the Agency Jacob led in drafting transport-related analysis and policy advice for flagship publications and transport-specific analyses, and was the lead analyst in aviation, heavy-duty road, and co-lead in electrification analyses. Jacob led development of the Agency’s road database and updates to long-term modelling tools.  

Jacob holds a PhD at the Institute of Transportation Studies at the University of California, Davis in Transport Technology and Policy, and a Masters (all but Thesis) in resource economics.
