Olinia Project

Mexico

  • Lead technical partner for Olinia. On invitation by the President’s Cabinet of the Government of Mexico, the center has been appointed as the lead technical partner for the Olinia initiative, Mexico’s flagship program to design and build an affordable, domestically developed electric vehicle for urban passenger and cargo transport. The initiative offers a zero-emission mobility solution tailored to Mexico’s market, combining climate ambition with industrial policy and anchoring a growing EV ecosystem of batteries, charging, components, and digital services
  • Binational Working Group lead on Zero Emission Vehicles (BZWG). In partnership with UC Alianza MX and the Government of Mexico, the center is convening and facilitating dialogue among government, industry, and academic stakeholders on both sides of the border. These discussions aim to help define shared priorities and advance coordinated policies to support e-mobility in the region, including the cross-border movement of passengers and goods between California and Mexico
  • Used Vehicles and End-of-Life Batteries. The Center is leading a research and policy engagement initiative on the cross-border trade of used vehicles and the management of end-of-life EV batteries. The initiative analyzes flows between the United States and Mexico to inform circular-economy strategies that extend battery life through reuse, repurposing, and recycling. Findings are shared through ongoing meetings, technical exchanges, and coordination with government agencies and other stakeholders to support cleaner trade, resource recovery, and sustainable electrification across the Global South
  • Design of fuel economy standards and e-mobility policy. The center is advising the government on the design of fuel economy standards and e-mobility policy. In May 2025, the center co-organized an e-mobility workshop with Mexico’s environmental ministry, SEMARNAT, presenting policy recommendations for the country’s national e-mobility strategy. The collaboration remains active through ongoing meetings, technical exchanges, and coordination with government agencies and international partners through the Drive Electric Campaign’s Leapfrogging Partnership network to strengthen alignment between climate goals and transport regulation
  • British Columbia–Baja California EV Corridor. In collaboration with the California Center for Advanced Transportation Technologies (CALSTART) and state and provincial agencies across North America's west coast, the center is coordinating efforts to advance a tri-national charging corridor connecting British Columbia to Baja California via Washington, Oregon, and California. Through technical support and stakeholder facilitation, the initiative strengthens cross-border cooperation on zero-emission medium- and heavy-duty vehicle infrastructure and policy ahead of the 2026 FIFA World Cup
